Strategic flood risk management

Mott MacDonald assists local planning authorities and environmental regulators (such as the Environment Agency and Scottish Environmental Protection Agency (SEPA)) with the strategic assessment of flood risk, providing a risk-based approach to sustainable development.


Strategic Flood Risk Assessments (SFRA) support planning authorities’ decision making processes and development plan preparation, as well as providing them with a sound and defensible rationale for planning decisions.

We have undertaken SFRAs for a number of local authorities, including South Cambridgeshire, Huntingdonshire and Breckland District Councils; Cambridge, Maidstone and Leicester City Councils; and, Medway Council in order to determine the detailed risk of flooding within their areas. The outputs from these studies are incorporated into planning documents, and meet the requirements of UK Government’s Planning Policy Statement 25 (PPS25) and associated guidance.

Strategic assessments:

SFRAs are used by local authorities to:

  • assist the development of their Local Development Frameworks by identifying flood risk areas;
  • make sustainable planning and land allocation decisions; and,
  • integrate flood risk management into spatial planning.
And by the Environment Agency to identify:

  • areas at risk of flood; and,
  • risks of residual flooding from breaches in flood defences.

Flood mapping:

Key deliverables of SFRAs are flood risk maps and flood zone maps. Mott MacDonald is highly skilled at producing such maps, which show a calculated extent of flooding, and enable planners to make quick decisions. Our flood inundation and hazard maps combine digital terrain modelling and hydrodynamic modelling (water levels) in a GIS, which show areas of flooding, depth and maximum flow velocity. These can be produced for real time scenarios as animations of dam break or other flood event.
